ABSTRACT
Singapore's control of The Kepulauan Riau’s airspace for decades and
Singapore's interest in maintaining its authority in the area. Singapore has the
authority to control every aircraft that will cross The Kepulauan Riau without
coordinating with Indonesia, this began in 1946 after ICAO gave a mandate to
Singapore to regulate the airspace. Indonesia, which wants to take back the
authority, is making various efforts. This research will explain about air navigation
and its routes along with the process and division of The Kepulauan Riau airspace.
Author uses a constructivism perspective in answering this research
question. This perspective believes that international politics is formed as a result
of persuasive thinking, cultural identity, social identity and collective values. The
author analyzes at the level of nation-state analysis based on security theory by
Buzan and Hansen. The author also uses qualitative research methods by analyzing
sources and interviewing one of the figures related to the issue under study.
This research results that the Realization of FIR carried out by Indonesia
and Singapore is only limited to traffic and not sovereignty. The agreement that
occurred also showed that Indonesia only controlled part of The Kepulauan Riau's
airspace, not completely, namely 0-37,000 feet asl asl controlled by Singapore and
37,000 feet and above controlled by Indonesia. Some observers also said that this
agreement could still threaten Indonesia's sovereignty, but the government was of
the view that this was only about technicalities and not sovereignty.
