One area or area that still maintains its local wisdom is Rantau Baru Village,
Pangkalan Kerinci District, Pelalawan Regency. In maintaining local wisdom,
there are customary regulations that have been jointly established by the ninik
mamak and the Rantau Baru village administration. However, there are still
obstacles in the development of local wisdom owned by Rantau Baru village. In
the preliminary study the researchers found that people who were not contractors
freely caught fish, and there were also people who used fishing tools such as
electric shocks. Even though in the regulations drafted and ratified by Ninik
Mama, the Village Government and BPD Members of Rantau Baru Village this
method is not justified. The purpose of this research is to analyze and describe
local wisdom practices, to find out the factors that influence the fading of local
wisdom values, to analyze and describe local wisdom strategies in Rantau Baru
Village, Pangkalan Kerinci District, Pelalawan Regency. This research was
carried out from January to June 2022. This research used a qualitative approach
with a descriptive research type. Primary data was collected from each
respondent's questionnaire answers, interview results, and field documentation.
Secondary data is obtained from the relevant regional apparatus. The analysis
used in this research is descriptive analysis and SWOT analysis to determine the
right strategy. From the results of the research, the forms of local wisdom that
exist in the new Rantau are the Khalwat Suluk Tradition, the Grave Pilgrimage
Tradition, the Suak Sungai Auction Tradition and Guarding the Sialang Tree. The
regulation on the tradition of auctions for River Suak is in PERDES Number
05/PP/SSD/05/2022 and the tradition of guarding sialang trees has been
registered in the Adat Fatwa Number 3 of 2021 issued by LAM. The factors that
influence the fading of local wisdom values are due to the low compliance of the
community with the regulations made by Ninik Mamak and the Village
Government, changes in people's mindset and lifestyle and community knowledge
about the function of local wisdom in protecting the environment is still limited.
The right strategy for maintaining the local wisdom of Rantau Baru Village,
Pangkalan Kerinci District, Pelalawan Regency is the W-O (Weakness-
Opportunities) strategy of minimizing weaknesses to take advantage of
opportunities. There are 3 W-O strategies that can be carried out, namely a)
Increasing human resources and natural resources. b) Accommodating local
wisdom values in a participatory manner. C) Intervention of the Regional
Government, district and other agencies is required in the management of tourism
in Rantau Baru Village.
