Model Pengelolaan Hutan Adat Kenegerian Kampa Berbasis Kearifan Lokal Di Kecamatan Kampa

T. ROMI MARNELLY / 2010341959 - Nama Orang;

This research underscores the importance of Indonesia's tropical forests as a source of biodiversity and their crucial role in human life. Forests have very important ecological, economic and socio-cultural functions. Forest destruction can cause environmental disasters and extreme weather. Human actions that are unfriendly to nature and an anthropocentric perspective are the main causes of this damage. Forest destruction in Indonesia has become a national and international public issue, which has sparked awareness to restore forest functions. Therefore, the government issued a policy on social forestry, including the recognition of customary forests which give legality to indigenous peoples to manage their customary forests. One of the recognized customary forests is the Kenegerian Kampa customary forest, which consists of Ghimbo Bonca Lida and Ghimbo Pomuan Forests. In order to maintain the sustainability of these customary forests and bring prosperity to indigenous peoples, a sustainable customary forest management model is needed. Therefore, identification of the ecological, social and economic aspects of these customary forests is an important step in formulating a customary forest management model. The objectives of this study are as follows: 1) To analyze the ecological condition of the Ghimbo Bonca Lida and Ghimbo Pomuan customary forests 2) To analyze the social benefits of the Ghimbo Bonca Lida and Ghimbo Pomuan customary forests 3) To analyze the economic benefits of the Ghimbo Bonca Lida and Ghimbo Pomuan customary forests for improving the welfare of indigenous peoples 4) To describe the local wisdom of the Kenegerian Kampa Indigenous People in managing customary forests 5) To design and recommend a management model of Kenegerian Kampa Customary Forest based on local wisdom
Research methods. The research was conducted in two customary forest areas, namely Ghimbo Bonca Lida and Ghimbo Pomuan, which are located in Kampar Village and Koto Perambahan Village, Kampar District, Kampar Regency. The method used in this research is to combine or combine a quantitative approach and a qualitative approach which is also known as the mixed method. This study uses various tools and techniques for data collection in the analysis of vegetation, animal data, social condition data, economic condition data, and local wisdom data. The tools used include ropes, stakes, stationery, GPS, tree circumference measuring devices, cameras, and assistive devices such as binoculars and voice recorders. Data collection methods include interviews, observation, and documentation. In ecological analysis, the important value index (INP) and the Shannon-Wiener
x
diversity index were used. Meanwhile, the analysis of social, economic and local wisdom data was carried out qualitatively using content analysis techniques.
Results and Discussion. This research shows that the Ghimbo Pomuan and Bonca Lida customary forests have high biodiversity, both in terms of plants and animals. Several types of plants, such as Mempening, Kelat Simeram, Kelat Lapis, and Balam Merah, have an important role in maintaining environmental sustainability and ecosystem balance. Meanwhile, the presence of wild animals indicates a good ecosystem condition and still has a functioning food chain. Biodiversity in customary forests is also closely related to the local wisdom of indigenous peoples who have developed traditional knowledge and practices in utilizing natural resources in a sustainable manner. Therefore, the protection and preservation of customary forests and the local wisdom of indigenous peoples is very important to maintain the sustainability of natural resources and the welfare of the people in a sustainable manner. As for the social aspect of the customary forest, it can be seen that the Kenegerian Kampa Indigenous People have eight progenitors with their respective functions, and consist of six tribes which include Domo, Piliang, Pitopang, Melayu, Kampai, and Bendang. This society still upholds customary laws and traditions passed down from generation to generation. However, the research results also revealed that there were conflicts in customary forest management between indigenous peoples and the village government, both in Koto Perambuhan Village and Kampar Village. This conflict was caused by different interests felt by both parties, thereby disrupting the effectiveness of customary forest management. In addition, the research also sheds light on institutional aspects related to customary forests, such as the Customary Forest Management Institution, Indigenous Youth Groups, and the Pomuan Social Forestry Business Group. As for the economic aspect of customary forests, it shows that there are activities for the utilization of non-timber forest products, such as kelulut honey. This utilization provides job opportunities for communities around the forest and becomes a trading commodity that generates additional income. Through social forestry business groups such as KUPS Kelulut Pomuan, the Kenegerian Kampa indigenous people can utilize non-timber forest products, such as honey, to create economic opportunities. In addition, the development of ecotourism in the Ghimbo Pomuan Customary Forest is also an important aspect of the customary forest economy. The tour packages offered, such as learning about the development of kelulut bees and harvesting kelulut honey, aim to provide a unique experience to visitors and involve them in the conservation and production of kelulut honey. However, there are obstacles in the development of natural colony expedition packages because there is no route to that location. This obstacle was caused by time constraints and business group management's priorities which were more focused on earning daily income. In terms of local wisdom, 14 forms of local wisdom were identified related to customary forests that have ecological , social, economic, health, protection and religious values. Regarding the management of kelulut honey in the Ghimbo Pomuan customary forest, there are 4 forms of local wisdom, which have ecological, social, economic and religious values. So the model developed for managing the Kenegerian Kampa customary forest is a model of customary forest management through ecotourism based on local wisdom. An ecotourism approach based on local wisdom is an approach that prioritizes ecological, economic, social and cultural sustainability in the development and management of ecotourism in
xi
customary forests. This approach recognizes the traditional knowledge and practices that indigenous peoples have developed over the years in using natural resources in a sustainable manner. The customary forest management model with an ecotourism program based on local wisdom has the philosophy "TENGKU", the basic concept of "ROMI" and the basic principle of "MARNELLY". The novelty in this study is the arrangement of the Kenegerian Kampa customary forest management model based on local wisdom. The basis for the preparation of this model is based on the philosophy of the Kampar Malay Community and uses the concept of local wisdom which is applied in ecotourism programs. The philosophy, basic concepts, and principles built in the management of the Kenegerian Kampa customary forest are based on the acronym “TENGKU ROMI MARNELLY”
Conclusion. The conclusion of this study is that the Ghimbo Bonca Lida and Ghimbo Pomuan customary forests have a significant diversity of flora and fauna, indicating good ecosystem sustainability. In the management of customary forests there are still conflicts between management institutions and other stakeholders. Then, the Ghimbo Pomuan customary forest has been successfully managed as an ecotourism tourism destination and has a social forestry business group that manages kelulut bees. Furthermore, the local wisdom of the community has ecological, social, religious, health, protection and economic values in the management of customary forests and honey. The customary forest management model developed is Indigenous Forest Ecotourism Based on Local Wisdom.
