ABSTRACT
Abstract ; This research aims to examine governance, human resource competence, and regional budget readiness for the implementation of local government information systems. This research is a quantitative research. The population in this study were all Regional Apparatus Organizations of the Meranti Islands Regency. The selection of the sample in this study used a saturated sampling technique, that is, all members of the population were sampled, where this population was all regional organizational units of the Meranti Islands Regency with certain criteria. The type of data used in this study is primary data with data collection techniques using questionnaires. The data analysis method used is Multiple Regression Analysis using SPSS (Statistical Program for Social Science). The statistical results in this study indicate that the variables of governance and competence of human resources have an effect on the readiness of implementing local government information systems, while the variables of implementing regional budgets have no effect on the implementation of regional government information systems. This research contains several new variables that have never been studied in previous studies. From this research, there are theoretical implications that support public policy theory and the theory of policy implementation on the variables studied as well as practical implications for OPD, especially in the Meranti Islands District Government environment.
