Drainage Management in Pekanbaru City

ABSTRACT
This research was conducted in Pekanbaru City at the Pekanbaru City Public Works and Spatial Planning Office. The purpose of this study is to find out how drainage governance is and what are the inhibiting factors in the implementation of drainage governance in Pekanbaru City. Data collection techniques in this study are observation, interview and documentation, with a qualitative type of research with a descriptive approach, namely by describing research results based on findings in the field and analyzing so that results are obtained then conclude. This research uses movement theory according to George R.Terry which uses 4 indicators used to answer the formulation of the problem, namely: Coordinating, Motivating, Communicating, and Commanding. From the results of the analysis based on each movement measurement indicator, the results obtained from this study show that drainage governance in Pekanbaru City is not implemented or not managed properly. This can be seen from the 4 movement indicators, namely Coordinating, Motivating, Communicating, and Commanding. Factors that become obstacles in the implementation of drainage governance in Pekanbaru City, namely: 1) the absence of special regulations governing drainage management to become a reference for the Pekanbaru City government in handling drainage, 2) the complaint process from the community is relatively slow because the complaint processing still uses manual methods.
