Pengaruh Faktor Penyebab Terhadap Laju Alih Fungsi Lahan Pertanian Pangan Berkelanjutan (LP2B) Dan Lokasi Terdampak Di Kecamatan Bangko, Kabupaten Rokan Hilir
The area of sustainable food agricultural land (LP2B) in Rokan Hilir Regency has been determined since 2019 through the Decree of the Minister of Agrarian Affairs and Spatial Planning Number 686/SK-PG.03.03/XII/2019, thus since 2019 sustainable food agricultural land (LP2B) should be no longer experiences land conversion because it has been protected by the government. However, in fact, this function transfer phenomenon continues to occur from 2019 until now. Rokan Hilir Regency is the district that experienced the largest decline in the area of sustainable food agriculture (LP2B) from 2019 to 2023. This condition certainly affects food security and the welfare of the community, especially farmers in Rokan Hilir Regency. Rokan Hilir Regency experienced a quite drastic reduction in the area of sustainable food farming from 2019 to 2022, namely experiencing a shrinkage of 2,103.58 Ha with a percentage of 22.11%. This condition caused a decline in rice production in the same year, namely 1,833.15 tonnes or -4.63% (BPS Rokan Hilir Regency, 2022).
Bangko District showed the largest shrinkage, namely 37.98% in the period 2019 - 2022, while Bangko District contributed the largest area of sustainable food agricultural land in Rokan Hilir Regency, namely 31.5% (BPS Rokan Hilir Regency, 2023). This condition shows that the conversion of sustainable food agricultural land (LP2B) to non-agricultural land occurred after the Decree on sustainable food agricultural land (LP2B) was issued. This condition has been exacerbated by the long dry season, traditional agricultural methods, and the Covid 19 pandemic since 2019. Therefore, further studies need to be carried out to determine the rate of conversion of sustainable food agricultural land, the causal factors, and the magnitude of the influence of these factors. The causes of the rate of land conversion for sustainable food agriculture (LP2B), and the locations most affected by these factors are in accordance with farmers' perspectives so that they can be used as a reference in efforts to prevent land conversion.
This research uses an inferential method, namely by analyzing secondary data obtained and a survey method with the help of a questionnaire, while the research approach used is a quantitative approach. The sample for the survey method in this research was 89 farmers in Bangko District who were determined using the simple random sampling method. The analysis methods used are analysis of the rate of function of sustainable food agriculture land (LP2B), factor analysis, multiple regression analysis, and weight value analysisThis research shows that the rate of conversion of sustainable food agricultural land (LP2B) in Bangko District in the period 2019 – 2023 reached 10.36% (very fast category), the factor causing the conversion of sustainable food agricultural land (LP2B) in Bangko District are the area of sustainable food agricultural land (LP2B) that failed to harvest, agricultural production costs, and the number of farmers exposed to disease. Partially, the effect of sustainable food agricultural land area (LP2B) on crop

failure is 95.43%, agricultural production costs are 87.64%, and the number of farmers exposed to respiratory diseases is 92.28% and simultaneously these three factors have a significant influence on rate of land conversion for sustainable food agriculture (LP2B) with an impact of 99%. The location most affected based on the farmer's perspective is the Bagan Punak Pesisir subdistrict at 50.8%. This condition has an impact on reducing the carrying capacity of the bioecological environment in the Bagan Punak Meranti subdistrict with a value of 0.86, meaning that there has been an overshoot condition or sustainable food agricultural land (LP2B). What is happening in the sub-district is no longer able to support and fulfill the food needs of the entire population in the Bagan Punak Pesisir sub-district.
