ABSTRACT
PERUMDAM Tirta Siak Pekanbaru City which is a BUMD as the Person in Charge of the Construction Project delegated by the Mayor of Pekanbaru for the SPAM development project. The program from the Ministry of PUPR through the Directorate General of Human Settlements, in the context of realizing a healthy, clean and productive life, has launched the 100-0-100 Program, a program towards meeting three sectoral targets including fulfilling 100 percent access to adequate drinking water, reducing the area slums to 0 percent and fulfillment of
100 percent access to proper sanitation. The purpose of this research is to describe and analyze the SPAM development project management as well as identify and analyze the inhibiting factors of the SPAM development project management in Pekanbaru City. This study uses the theory of Wulfram I. Ervianto which uses 6 indicators, namely Feasibility Study, briefing, design, procurement or tender, construction, maintenance and preparation for use (maintenance and startup). ). The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation and documentation. In implementing the SPAM development project, the executor has carried out all the work in accordance with the applicable planning and SOP, which means that the project management for the SPAM development project is very good and optimal. However, at the implementation stage, it experienced several problems which raised public perceptions.
