Implementasi Pelayanan Kenaikan Pangkat Dan Pensiun Pns Secara Elektronik Pada Kantor Regional Xii Bkn Pekanbaru
ABSTRACT
This research was conducted at the XII BKN Pekanbaru Regional Office as one of the agencies that implements a service system for promotion and retirement of civil servants electronically. The purpose of this study was to analyze the Implementation of Electronic Civil Servant Promotion and Retirement Services and to explain what are the factors that influence the Implementation of Electronic Civil Service Promotion and Retirement Services at Regional Office XII BKN Pekanbaru. This study used a qualitative descriptive research method using observation and interview data collection techniques. This study uses the theory of George C Edwards (1980) with four indicators, namely: Communication, Resources, Disposition/Attitude of Executors and Bureaucratic Structure. The results of this study indicate that the Implementation of Electronic Civil Servant Promotion and Retirement Services at the XII BKN Pekanbaru Regional Office has not been maximized. The reason is that the number of incoming promotion proposals exceeds the ideal number of capabilities that can be completed per period, then the network connection is slow, besides that, the ability of human resources is sometimes still not able to handle simple problems such as disruptions to service application systems. In this study several obstacles were found, namely: 1) The quantity of employees in the field of mutation and employment status did not meet the required quota, 2) The quality of computer support did not meet current needs, 3) Lack of BKD commitment in completing entry proposal files according to the specified period.
