Strategi Dinas Tenaga Kerja Kota Pekanbaru Dalam Mengatasi Pengangguran Terdidik Di Kota Pekanbaru
ABSTRACT
The highest unemployment rate in Riau Province is in Pekanbaru City. Most of the unemployed in Pekanbaru City are those who have quite high education, namely SMA/SMK, Diploma and Bachelor level. The cause of the increasing number of unemployed is the impact of the Covid-19 pandemic, the industrial revolution, the lack of skills possessed by job seekers and so on. This study aims to determine the strategy of the Pekanbaru City Manpower Office in overcoming educated unemployment in Pekanbaru City and its constraints. The theory used is Ellitan and Anatan's (2008:9) strategy theory, namely there are 3 indicators: technology strategy, innovation strategy, and operational strategy. This study used a descriptive qualitative research method. The results of this study are that the strategy of the Pekanbaru City Manpower Office in overcoming educated unemployment has not been maximized, due to budgetary and human resource limitations. So in implementing the strategy the Pekanbaru City Manpower Office can make maximum use of the existing budget and good resource management is needed to improve performance in overcoming the problem of unemployment in the city of Pekanbaru.
