The Role of the Labor Office in Handling Termination of Employment (PHK) by Companies in Pekanbaru City

ABSTRACT
The background of this research is because of the large number of workers affected by termination of employment (PHK) by companies in Pekanbaru City. The purpose of this study was to determine the role of the Department of Energy in resolving disputes over termination of employment (PHK) by companies in Pekanbaru City. This research uses a qualitative descriptive research method which can be said as a method that aims to describe or describe the situation in the field in a systematic manner with the facts of proper interpretation and data that are interconnected, by using observation, interview and documentation data collection techniques. This research uses Musa's theory (2017) with three indicators, namely: Government as Regulator, Government as Dynamicator, and Government as Facilitator. The results of this study indicate that the role of the Pekanbaru City Manpower Office in handling Termination of Employment (PHK) by companies is categorized as not optimal. The reason is that the number of supervisors is still very minimal and not proportional to the number of companies that must be supervised. In addition, there is a lack of outreach or guidance on a large scale regarding Termination of Employment (PHK) for workers. In this study, several obstacles were found for the Pekanbaru City Manpower Office in handling Termination of Employment (PHK) by companies, including: 1) Lack of socialization or coaching due to lack of budget, 2) Poor coordination from the Manpower Office, and 3) Lack of labor inspectors. Some suggestions are expected to become input for related agencies and readers: 1) There is a need for a permanent allocation of budgetary funds in carrying out outreach and guidance related to termination of employment so that the expected goals of implementing the policy can be achieved, 2) There is a need for good coordination by the agency workforce in establishing communication between workers and companies so that solving problems related to termination of employment can also work well and produce agreements and peace, and 3) the role of the local government related to the high number of layoffs in Pekanbaru City provides work space and job opportunities for employees those affected by layoffs
