Abstract
The implementation of good governance is an absolute need of the majority of the people for the creation of a political system of government that is more in favor of the interests of the people in accordance with the principles of democracy universally. This can also be a driving factor in the realization of political governance which requires that various government processes, both in terms of the process of formulating public policy, organizing development, implementing the government's public bureaucracy, run transparently, effectively and efficiently to improve people's welfare.
The year 2022 became the lowest year with the index of public satisfaction with the Government Apparatus at the Pekanbaru City BPN Office. This proves that the land service mechanism at the Pekanbaru City National Land Agency Office in terms of timeliness is still not fully running according to procedures. There are people who should have gotten their certificates, instead feeling the opposite reality.
From the background of the problems described above, the formulation of this research problem is: How is the implementation of good governance in the Pekanbaru City National Land Agency Office in the issuance of land ownership certificates in 2022? From the formulation of the problems described above, the objectives of this study are: To find out the implementation of good governance at the Pekanbaru City National Land Agency Office in the issuance of land ownership certificates in 2022.
Good governance has several characteristics or principles, among others, as studied in this study, namely: participation, legal compliance, transparency, responsiveness, justice, efficiency and effectiveness, and accountability. Based on the results of research on the implementation of good governance at the Pekanbaru City National Land Agency Office in the issuance of land ownership certificates, the results of the study concluded that it could not be realized optimally.
