Pekanbaru City is the city with the most population in Riau Province. The population is influenced by three faktors, namely births, deaths and migration. Population growth caused by the birth faktor cannot be ignored, because if it is not controlled properly it will cause problems. Therefore the Population Control and Family Planning Office of Pekanbaru City has developed a population control strategy which consists of strategies for managing births and strategies for family development. This research aims to evaluate strategies that have been implemented and implemented in population control in Pekanbaru City. This study uses strategy evaluation theory by Richard Rumelt (2011) with indicators of Consistency, Appropriateness, Excellence, Feasibility. The research method used is descriptive research and a qualitative approach. The results of evaluating the population control strategy in Pekanbaru City on birth rates show that this strategy. Of all the indicators evaluating the strategy, it can be said that this strategy is successful, because it can be seen from the way it works and the results of the population control strategy program. In carrying out the strategy there are obstacles encountered such as a lack of resources in conducting outreach to the community.
