Sawah Village is one of the regions in Riau Province that has a swamp ecosystem, which is used by the community as a place for various activities. The various activities and uses of the ecosystem of the swamp and its surrounding land that alter or take over the functions of the land and other activities are believed to have an impact on the sustainability of its swamp ecosystems, both ecologically, economically, socially, and otherwise.
Various studies have been conducted in the area of Sawah Village and its swamp ecosystems, but research that examines aspects of its sustainable management has not been done. Sustainable management studies are needed to gain an overview of the current conditions of the reservoir ecosystems from the ecological, economic, social, technological, and institutional aspects that form the basis of the concept of sustainable development. Sustainable management of swamp ecosystems becomes very important given the functions of the ecosystem, which are vital among others: it serves as a catchment area, a buffer zone, the provider of facilities or ecosistem services (environment), the supplier of raw materials, and the recipient of waste (residual production or consumption). In addition, the ecosystem is also used as a resource for fishing, agriculture, recreation, tourism, and various other services. It is hoped that this can be an important basis in the preparation and policy-making for the sustainable management of the present and future reef ecosystems, especially in the Sawah Village ecosystem.s,
The research aims to examine existing conditions, study the level of sustainability, formulate strategies, and examine the institutions for the sustainable management of the Sawah village's swamp ecosystem. The study used the survey method and data analysis to study the sustainability of management using the MDS-Rapfish approach, modified to MDS-Rapswamp. To formulate sustainable management strategies using a prospective analysis approach. In order to study continuous management moisture using the ISM approach (Interpretative Structural Modeling).
The ecosystem of swamp Village Sawah is a type of permanent swamp because it is always in water all year round, even during the rainy season, with its water body of 10.90 ha. The physical and chemical conditions of the waters in general belong to both and support the life of water organisms as well as the activities of the community. In its aquatic biology, 14 species of fish are found. There are 43 types of plankton with variations from low to moderate, and indices C and E are among the best. There are 85 types of periphytons, with a variety from medium to high, and the C and E indices are good. For macrozoobenthos of six species, the number of organisms is between 1000 and 2000 ind/m2, the diversity is low, and the indexes C and E are good. There are 10 species of water plants, consisting of floating, emergent, and marginal plants. The supporting power of swamp waters
based on the Status of Water Quality with the Trofic Level Index (TLI) indicates its value is good and belongs to eutrophic waters, while based on the primary productivity of water (chlorophyll-a), it indicates a sufficient value or belongs to productive waters.
Socially, the population of Sawah village in 2019 was 3,255 people, with a density of 9 people per km2. The main work of the population is in the field of farming food crops such as padi and palawija, as well as planting. In this village, there are no health facilities, but there are in the neighboring village that is not far from the village of Sawah. The population of Sawah village consists of various tribes such as Piliang, Domo, Bendang, Kampai, Pitopang, and others. There are also other tribes like Java, Minang, Melayu, and others. The religion of the majority of its inhabitants is Islam, and it follows the custom of istiadat with the term "Adat, which is combined with Syara", Syara, which is associated with the Qur'an. Educational facilities are only available at the elementary school level, and those for the middle and high school levels are available in neighboring villages.
Economically, the population of Sawah village generally moves in the fields of agriculture, plantation, and trade, as well as other enterprises. A total of 64.52% work as farmers (sava, rubber, and palm), so they can be categorized as agricultural villages. Economic institutions such as banks are not available, although there are UMKM activities such as the wood industry and others. The market is not available, but it is located in the neighboring village, which is only about 2 km away.
The institutional conditions of Sawah village, like the other governments of the village, consist of the Head of the Village, the Village Secretary and assisted by other devices. There are also Head Dusun, RW and RT. In addition, there is also an indigenous institution whose head is the Chief of the Indigenous Tribe chosen by his nephew who understands the custom of istiadat correctly and accurately. In general, people are still using simple technology. Therefore, it is necessary to innovate and technology properly and in accordance with the conditions of its society, so that the ecosystem of the woods can be sustainable and sustainable.
Sustainable management of the ecosystem of swamp Village Sawah (Rapswamp) conducted for the ecological, economic, social, and institutional dimensions of the status are less sustainable, while the technological dimension of the state is quite sustainable. Its multi-dimensional status is less sustainable. Nine contributing factors are identified that are the cause of the lack of continuity in several of these dimensions: environmental support power, dependence on deer as a source of livelihood, and the benefits of the deer economy; local wisdom and community perception of the environment; deer land processing; monitoring activities; management rules; and management institutions.
As a result of the prospective analysis of nine sustainability factors, two determining factors were obtained for the sustainability of the management of the Sawah Village ecosystem: management institutions and management rules. Based on these two determining factors, its policy management strategy is formulated with a pessimistic, moderate, and optimistic scenario. The expected sustainable swamp ecosystem management policy scenario is an optimistic political scenario. However, moderate scenarios with optimal effort become a more implementable scenario choice.
Recommendations for sustainable management scenarios that can be submitted are: 1) It is necessary to create or organize a swamp management institution so that its management efforts become effective and directed and obtain legitimacy; 2) It is also necessary to formulate rava management rules, such as the establishment of swamp ecosystem utilization zones for fishing, water cultivation, ecosystems, energy, and conservation. Management rules can be in the form of a village displacement or a higher level of regulation.
Based on the policy scenarios and recommendations, the implementation of such sustainable management requires an institution consisting of various elements or stakeholders or parties associated with the sustained management of the Sawah village swamp ecosystem. As for the institution, the key actors are divided into three levels: level 1, consisting of Bappeda, Environmental Service, Fisheries Service, Agricultural Service, and Society; level 2, which is private and non-governmental; and level 3, which is college. Because these ecosystems are so close to the lives of communities, communities can be the main actors in the sustainability of these ecosystems. Success in sustainable management depends not only on the actors at level 1, but also on the roles and all relevant actors or stakeholders. Furthermore, for the success of the sustained management of the swamp ecosystem, Sawah village also recommended the element of the program that can be the driver of its success. As for the program, it consists of level 1, namely the program of normalization of swamp, the creation of village regulations on swamp, and the establishment of institutions for swamp management. Level 2 is a program for improving the quality of the reservoir water, preparation of active roles in the activities of the peasant and fisherman groups, (compilation of rules for the management of reservoirs), and improvement of the perception of the community about the management. And at level 3, there is the involvement of local communities in ecowisata activities. The program that is expected of the community to be implemented is a program of normalization of swamp.
