Pemenuhan Hak Tunarungu Dalam Penggunaan Bahasa Isyarat Pada Media Televisi Di Kota Pekanbaru
Indonesia is a constitutional state that at the same time upholds human rights and guarantees the rights of all Indonesian citizens, including persons with disabilities. One of the problems is the right to obtain information by persons with disabilities, in practice broadcasting in Pekanbaru City which is carried out by many television stations does not pay attention to the rights of persons with disabilities, especially the deaf in using sign language as a link between the deaf and television information.
The type of research used by the author is empirical research or sociological legal research. Sociological legal research is research that is carried out directly on location or in the field to obtain data to provide a complete and clear picture regarding the Fulfillment of the Rights of the Deaf in the Use of Sign Language on Television Media in the City of Pekanbaru.
In Article 28 F of the 1945 Republic of Indonesia Constitution. Indonesia recognizes and protects every human rights of Indonesian citizens, this means that the Indonesian Government is obliged to fulfill every need and disclose information to the public. Then in Article 39 paragraph 3 of Law Number 32 of 2002 Concerning Broadcasting, it reads "Sign language may be used in certain programs for deaf audiences". Fulfillment of deaf rights in the use of sign language on television media in the city of Pekanbaru is still not fully fulfilled. As for the inhibiting factors that are not fulfilling the fulfillment of the rights of the deaf in using sign language on television media in the city of Pekanbaru to obtain information rights because of the weak and not strict existing regulations, the lack of awareness of the law of the deaf, the lack of funds, and the lack of JBI in the city of Pekanbaru.
