National environmental problems in the form of pollution and environmental destruction continue to occur, and even tend to get worse, especially after the era of reform and regional autonomy. The waste management case in Pekanbaru City received national attention because it was not handled properly. Piles of rubbish, most of which is household waste, exist in various corners and streets in the capital of Riau Province. Pekanbaru City can produce 42 tons of plastic waste a day, which is around 20 percent of the total daily waste production. Pekanbaru Mayor Regulation Number 6 of 2023 concerning Reducing the Use of Plastic Bags in Article 7 paragraph (1) states that the use of plastic bags is still permitted provided that the plastic bags used are environmentally friendly plastic bags. This creates uncertainty regarding the purpose of establishing this regulation because this alternative packaging will most likely be disposed of in the same way as conventional plastic, which will then cause the accumulation of plastic waste to continue to occur.
This type of research can be classified as normative legal research. Normative legal research is studying various regulations and legislation, journals, and related legal theories, legal principles, in this case the principles of sustainable development. Normative legal research is library legal research.
From the research results, it can be concluded that the use of the phrase providing environmentally friendly plastic bags in Article 7 of Pekanbaru Mayor Regulation number 6 of 2023 is not effective as a solution to the problem of piles of rubbish in the city of Pekanbaru which is dominated by plastic waste. So changes are needed to the Pekanbaru Mayor's Regulation Number 22 of 2023 concerning Reducing the Use of Plastic Bags so that they no longer allow the use of single-use plastic bags and can be replaced with environmentally friendly non-plastic bags that are re-usable.
