Strategi Komunikasi Badan Pengawas Pemilihan Umum dalam Mengimplementasikan Peraturan Nomor 4 Tahun 2020 pada Pelaksanaan Pilkada Kabupaten Bengkalis Tahun 2020
This research was motivated by the implementation of the Bengkalis regional elections in 2020. The elections utilized Bawaslu Regulation Number 4 of 2020 as a reference for supervising the stages during the Covid-19 pandemic, resulting in a distinct approach compared to previous regional elections.
The aim of this research is to analyze the planning, implementation, and evaluation of Bawaslu's communication strategy during the implementation of Regulation Number 4 of 2020 in the regional elections. This research uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from informants, namely Bawaslu of Bengkalis and the community.
The results of this research indicated that the Bawaslu's communication strategy planning is to build supervisory priorities at points of vulnerability to violations and strengthen human resources through Ad Hoc election supervisory committee recruitment as an internal strategy, and building a network of working partners with other institutions at the regional level to encourage supervision. participatory as an external strategy. Bawaslu mobilized resources to implement communication strategies. This included socialization and education activities, coordination with stakeholders involved in regional elections, providing advice and instructions, and supervision and monitoring through various channels such as direct communication, formal meetings, mass media, electronic media, and online platforms. This evaluation of communication strategies in the regional elections illustrated the effectiveness and performance of communication in implementing Bawaslu Regulation Number 4 of 2020. It occurred during the stages of the regional elections held amidst the Covid-19 pandemic. The evaluation revealed the dynamics and complexity of problems in the regional elections, as evidenced by the quantity of violations and the quality of participatory supervision.
