This research aims to analyze and examine the contribution of the Riau Provincial Government's special financial assistance funds and the efforts made by the village government and managers in maximizing the Riau Provincial Government's special financial assistance funds in creating original village income through village-owned enterprises. This research uses a qualitative method with a case study approach, data collection using interview, documentation and audio-visual techniques. The data that has been obtained is analyzed with the help of software Nvivo 12 . The factors analyzed are program goals and objectives and program sustainability, assessed from the aspects of budgeting and budgeting, control and accountability, transparency, monitoring and evaluation, and community participation.
The research results show that the program goals and objectives and the sustainability of the special financial assistance program from the Riau provincial government have contributed, but the resulting contribution is still not optimal. Efforts made by village governments and managers start from budgeting and budgeting, control and accountability, transparency, monitoring and community participation. This effort is an action taken to maximize program goals and objectives, and program sustainability can be achieved.
