Strategi Komunikasi Lingkungan dalam Pengelolaan Ekosistem Gambut di Kabupaten Pelalawan
A phenomenon that occurred in the field, namely in the form of environmental damage which began with the spot peatland fires in Pelalawan Regency, the importance of peatland management by the government to improve the community's economy and the existence of a Peatland Ecosystem Management program, namely Sustainable Management Of Peatland Ecosystem In Indonesia or commonly abbreviated as SMPEI. The SMPEI program aims to manage and maintain peatlands so that they can help improve the Pelalawan Regency community’s economy.
The purpose of this research is to analyze the Environmental Communication Strategy in Peat Ecosystem Management in Pelalawan Regency. This research uses qualitative research methods with descriptive approach. The object of this research is the Pelalawan’s Environmental Department in the Management of Peat Ecosystems in Pelalawan Regency. As for the research subjects in this study are sixteen people who are directly involved in the management of peat ecosystems in Pelalawan Regency, namely the Head of the Pelalawan’s environmental Damage Control Division, regency Coordinator, Community Facilitator, Peat Ecosystem Management Working Team, and Riau’s Environment Department, and Research Team.
Data collection techniques were conducted through interviews, observation and documentation. Data analysis technique starts with data collection, data reduction, data presentation, and ends with conclusion drawing. The results of this study indicate the Environmental Communication Strategy that has been carried out by the Environmental Agency in the management of Peat Ecosystems in Pelalawan Regency has been going well starting from the stages of the communication process. Ecosystem management in Pelalawan Regency has been running well starting from the planning, implementation, and evaluation stages. First, Planning which begins with Problem Identification and Situation Analysis, which includes program Consolidation, peat-based social mapping, Transect Walk, Rapid Technical Assessment (RTA), Venn Diagram (VD), and program option. Then the planning that includes developing a communication strategy, namely motivating the community regarding management of peat ecosystems, as well as the selection of appropriate media. Second, implementation includes the design of the message. Then Implementation which includes the development of communication strategies that include socialization at various levels, community empowerment through construction of canal barriers and demplot planting. Third, Evaluation which includes conducted research, then evaluation which includes the development of communication strategies that is the existence of Focuss Group Discussions.
