Strategi Komunikasi Dalam Mewujudkan Program Kampung Tangguh Bersih Narkoba Di Kelurahan Kampung Dalam Kota Pekanbaru
Unlimited openness and freedom have led to the breakdown of the trading market due to crimes like drug trafficking. The drug issue remains unresolved in society. Based on the 2023 data from the National Narcotics Agency (BNN), Riau Province ranks 7th in the country for the highest number of drug cases. In Pekanbaru city, Kampung Dalam is designated as a Shining Village (Drug-Free Village) through the Drug-Free Resilient Village Program. This research aims to describe how communication strategies contribute to realizing the Drug-Free Resilient Village Program in Kampung Dalam and identify supporting and inhibiting factors.
This research uses a qualitative descriptive method, utilizing concepts of communication, strategic communication models, communication strategies, and narcotics. Primary and secondary data are collected through observation, interviews, and documentation involving 6 informants selected purposively. Secondary data come from literature reviews and online sources, analyzed using the interactive analysis technique by Miles and Huberman, with data validity ensured through triangulation
Results show that communicators must be communicative, possess good public speaking and credibility, and master the content. Official speakers include the police and BNN, while non-official speakers include the Village Head, Community Leaders, Bhabinkamtibmas (community police), and RT/RW (neighborhood leaders). Messages are delivered informatively, educationally, and persuasively through various media such as social media, outdoor media, print media, online media, and others. The target audience encompasses all segments of society, including youth and children. The effects include a decrease in cases, a more comfortable environment, and changes in the conative level of the community, leading to behavioral changes and awareness to support planned changes. Supporting factors for program implementation include determination, support, and cooperation from all parties involved. Improved community openness is another positive factor. Inhibiting factors include suboptimal support from local government in terms of funding, insufficient coordination among stakeholders, lingering fear in reporting cases, and a lack of employment opportunities for the community.
