Implementation of parking management policies in Pekanbaru City involves actors who form a collaborative network. A policy product that wants to be implemented is guaranteed to be related to three dimensions of the policy of stakeholders: Government, Private Sector, and Civil Society.This research is motivated by the large number of people who park at parking prohibition signs and the number of parking attendants who work not by the applicable regulations. This research analyzes and identifies networking approaches in implementing Parking Management Policies in Pekanbaru City. This is a descriptive type of qualitative research with data collection techniques using observation, interviews, and documentation. The theory used in research is the policy implementation model according to Yulianto Kadji (2015), which is the MSN-approach theory reviewed from the networking approach with three indicators: strategic partnership, synergy, and symbiotic mutualism. The research results show that Networking-Approach in the implementation of parking management policies in Pekanbaru City, synergy and cooperation networks based on the principle of mutualistic symbiosis have not been implemented evenly and this cooperation network has not been realized in building for the public interest. Obstacles to implementing parking management policies in Pekanbaru City can be seen from the networking approach, including disorganized parking attendants, lack of community compliance, and inadequate infrastructure.
