Administrative Sanctions are sanctions in the form of fines imposed for violations of administrative provisions of the Law. Waste management is a systematic, comprehensive, and sustainable activity, including reducing and handling waste. This research was motivated by the fact that many people still throw rubbish carelessly, so it was found that there were still problems in the process of implementing administrative sanctions in waste management policies in Pekanbaru City. This research aims to analyze the implementation of Pekanbaru Mayor Regulation Number 134 of 2018 on Waste Management Policy in Pekanbaru City (Case Study of Implementation of Administrative Sanctions). This research was conducted as a qualitative type of research with a descriptive case study approach. With data collection techniques through interviews, observation, and documentation. This research uses Merilee S. Grindle's theory in Agustino (2020) with two indicators, namely, policy content (content of policy) and the policy environment (context of implementation). Based on this research, it can be concluded that the implementation of Pekanbaru Mayor's Regulation Number 134 of 2018 on Waste Management Policy in Pekanbaru City (Case Study of the Implementation of Administrative Sanctions) has not been implemented as regulated in this regulation so it does not have a deterrent effect on the community. The inhibiting factors in the implementation of these regulations are weak enforcement of sanctions, lack of socialization to the public regarding the application of sanctions, lack of supervision of the implementation of administrative sanctions, lack of coordination and collaboration between policy implementers, and lack of public awareness due to uneven socialization so that this influences implementation.
