Although plastic bags have practical benefits in wrapping and transporting various types of goods, their negative impact on the environment and human health is increasingly concerning. Even though it is light and economical, plastic does not decompose naturally and takes hundreds of years to decompose it into small particles which often end up in marine ecosystems, piles of rubbish, and ultimately, in the human food chain. How to Implement Tanah Datar Regent Regulation Number 42 of 2018 concerning Reducing the Use of Plastic Bags in Tanah Datar Regency. The aim is to analyze the policy to reduce the use of plastic bags and identify factors inhibiting the implementation of the policy to reduce the use of plastic bags using George Edward III's theory which looks at the aspects of communication, resources, disposition and bureaucratic structure. This research uses a qualitative method with a descriptive approach. The results of this research show that the implementation of the policy to reduce the use of plastic bags in Tanah Datar Regency has not run optimally and The inhibiting factors in implementing the policy to reduce the use of plastic bags are the lack of training and development of implementing officers, inactive community participation and very minimal funding..
