Ro-Ro vessels have become an important element in facilitating connectivity between regions in Indonesia, especially in Riau Province. This research aims to analyze the governance of Ro-Ro ship services between Dumai and Rupat Island, focusing on aspects of governance, services, and constraints faced. The research method used is a qualitative method with a descriptive approach. Data was collected through in-depth interviews with various stakeholders, such as the Riau Provincial Transportation Office, Bengkalis Regency Transportation Office, Land Transportation Management Center, PT ASDP, PT Jembatan Nusantara and service users, using Good Governance Theory, namely participation, legal certainty, transparency, and also effectiveness and efficiency from UNDP (1997). This research focuses on the governance of Ro-Ro ship services between Dumai City and Rupat Island. Through a qualitative approach, this research highlights the importance of community participation in the management of Ro-Ro vessels, which is currently minimal due to a lack of involvement in the monitoring and management process. The research also evaluates the implementation of regulations and policies related to Ro-Ro vessel services to create a stable and predictable environment for all parties involved. In addition, the study examined the extent to which information related to operational schedules, tariffs, and the Ro-Ro vessel management process is openly available and easily accessible to the general public. The findings show a mismatch between the number of vessels operating and the availability of adequate docks, resulting in schedule delays, uncertainty and inconvenience for the service-using public. The main constraints include a lack of infrastructure and low coordination between stakeholders. The study's conclusions highlight the need for improvements in the governance of Ro-Ro ship services to increase public participation, transparency, effectiveness, and operational efficiency, as well as overcome infrastructure constraints and coordination between stakeholders. Recommendations for improvement should focus on improving regulations, increasing public information, and optimizing infrastructure.
