Public Private Partnership (Ppp) Dalam Pelayanan Kapal Ro-Ro Dumai-Tanjung Kapal,Pulau Rupat, Provinsi Riau
This research aims to analyze the Public Private Partnership (PPP) in ro- ro ship services at Dumai-Tanjung Kapal port, Rupat Island, Riau Province. The theory used in this research is the PPP Theory from Kim Uhlik (2007) which consists of Relationships, Resources, and Organizations.
The research used qualitative research methods, with data collection through observation, documentation, and interviews with, the Riau Provincial Transportation Office, Bengkalis Regency Transportation Office, Riau Class II Land Transportation Management Center, Riau Provincial DPRD, Ombudsman RI Representative of Riau Province, PT ASDP and PT Jembatan Nusantara, using data analysis Interactive Model from Miles and Huberman (1994).
The results of the study found that the three contexts of PPP theory used by researchers have not run optimally, there are still obstacles in the implementation of the PPP, namely the differences in goals and interests between parties, the weak commitment of stakeholders in the context of operating roro ships between districts and cities, namely Bengkalis Regency and Dumai City, on the other hand, it was found that PPP improved public services in the operation of the Dumai-Tanjung Kapal Ro-Ro ship.
In conclusion, PPP in Ro-Ro ship services in Dumai-Tanjung Kapal, Rupat Island can be one of the solutions for improving public services in the field of Ro-Ro ship transportation, but it needs to pay attention to the importance of coordination between stakeholders and strengthening the commitment of each party involved to increase community participation for the creation of successful public and private partnerships.
