Komunikasi Pemberdayaan Masyarakat Oleh Manggala Agni Dalam Pengendalian Kebakaran Hutan Dan Lahan Pasca Covid-19 Di Kota Dumai

Forest and land fires are a major concern and need to be addressed seriously. The widespread impact of karhutla in the city of Dumai includes health, environmental, social, economic, inter-national relations. This research aims to analyze the implementation of community empowerment communication by Manggala Agni in forest fire control and Covid-19 post-land in the city of Dumai.

The method used is qualitative descriptive. As for the subjects of this research, there are four people: Chief Agni of the Operational District of Dumai, Secretary Agni Manggala of Operational Region of Dumay, Chief of the Section of the 2nd Region of Agni Agni Riau and Society Caring for Fire determined in a purposive manner. Data collection techniques using in-depth interviews, observations and documentation. Data analysis techniques by reducing data, presenting data and drawing conclusions. In addition, the data validation technique uses source triangulation.

The results of the research showed that the communications empowerment program related to the control of post-covid-19 carutla in the city of Dumai has been implemented there are three namely: Patrol, Carutla Campaign and the strengthening of the community cares fire. The target is a community that cares about fire, and the Implementator, or communicator, is Manggala Agni himself. Messages related to karhutla control are delivered systematically and structured both directly and through media such as WhatsApp groups. The feedback received from the MPA is very good and positive. Factors hindering the identification of post-covid-19 karhutla in the city of Dumai are unoptimal law enforcement, low knowledge and uncertainty of land ownership. While its supportive factors are high public concern, technological development and good cooperation between government agencies
