The forest and land fires that have occurred in the Riau province have affected massive environmental damage, material losses, and social problems. Forest and land fires are 99% commonly caused by human factors. The government controls forest and land fires through a brigade called Manggala Agni. The role of local communities in the prevention and control of forest and land fires is crucial. The aim of this research is to know the communication strategy applied by Manggala Agni, the stage of empowerment of the community as well as the model of empowering the community carried out in the framework of forest and land fire control in Riau Province.

The method used in research is qualitative descriptive. The subjects selected using the purposive technique of a total of 5 people are the head of Manggala Agni and head of the Fire Care Society. Data collection techniques use in-depth interviews, documentation, and observation. Data analysis techniques use the Milles and Huberman methods of data reduction, presentation, and drawing conclusions. Recently, the validity checking technique uses source triangulation.
The results of the research showed Manggala Agni's communication strategy in forest and land fire control with communicator strategy, namely credibility and knowledge, audience determination strategy with village settlement, message strategy of karhutla control, media strategy with face-to-face media and visual media, and the public response obtained was positive. The empowerment phase is the phase of awareness through patrol, the stage of capacity-building through campaigns, the establishment and training of MPA as well as productive economies, and the level of self-reliance of the community in forest and land fire control. The empowerment communication model applied by Manggala Agni is a vertical communication model, and Manggla Agni as a subject gives empowering to the community as an object of empowerance.
