Supervision of subsidised fertiliser by the Kuantan Singingi District Food
Crops, Horticulture and Food Security Office is a process of monitoring fertiliser distribution activities in the Kuantan Singingi District area, this supervision can be in the form of monitoring the registration process, circulation and quality, this activity aims to ensure the implementation of objectives can be achieved in accordance with established standards. However, in its implementation there are still factors that hinder the supervision process, starting from the lack of infrastructure such as transportation, the lack of commitment of farmers and retail kiosks. This research uses qualitative research methods with descriptive methods. This research refers to the theory of the supervision process from Ruyatnasih & Megawati which has 5 indicators, namely setting standards, determining implementation measurements, measuring the implementation of activities, comparing implementation with standards and analysing deviations and taking corrective action if necessary. The results of this study indicate that the supervision of subsidised fertiliser is still not carried out optimally because there are still violations, this occurs due to several factors, one of which is due to the non-optimal fertiliser absorption process which results in the distribution of fertiliser outside the group's definitive needs plan and the allocation of fertiliser which is insufficient for the needs of farmers for 2023. The factor that causes this to happen can be due to the process of monitoring and supervision that is not optimal. Thus, the Kuantan Singingi Regency Food Crops, Horticulture and Food Security Office must be able to improve the supervision process.
