Implementasi Peraturan Daerah Kota Pekanbaru Nomor 2 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan (Studi Kasus Pada Jalur Pedestrian Jenderal Sudirman Pekanbaru)
This research is limited to the implementation of Pekanbaru City Regional Regulation Number 2 of 2009 concerning Traffic and Road Transportation on the Jenderal Sudirman Pedestrian Path. The objective is to analyze how the regulation is enforced. The research method used is qualitative, employing structured interviews to collect data from various relevant parties. The findings of this study indicate participation from three main sectors—government, private, and public—in efforts to enforce the regulation. Based on the mentality approach, all three sectors play their roles well, as do they in the cultural value system approach. However, there are limitations in the role of the private sector, which is still not optimal. This is because the management of pedestrian paths is still entirely under government control. Pedestrians also do not see any initiative from policymakers to collaborate in maintaining order in these facilities. Furthermore, the government has yet to establish communities and deeper interactions with the public and private sectors to ensure the comfort and sustainability of the pedestrian paths. Recommendations from this research include adding lighting to the pedestrian paths at night, installing CCTV cameras, warning signs, providing adequate parking spaces, and quickly forming communities involving both the public and private sectors. These measures are expected to help reduce regulation violations and create a safer and more orderly environment for users of the Jenderal Sudirman pedestrian paths in Pekanbaru.
