Dinamika Adaptive Governance Dalam Pengelolaan Angkutan Massal Trans Metro Kota Pekanbaru

This research focuses on the dynamics of Adaptive Governance in the context of Trans Metro mass transportation in Pekanbaru City. With limitations on the phenomenon of mass transportation's adaptability, the research objective is to analyze how local governments implement Adaptive Governance. The research method used was qualitative with structured interviews. The findings show that the government has successfully adapted through coordination, unity of action, and effective communication. Increasing capabilities is achieved through training and recruitment, while expanding participation occurs through planning-implementation-evaluation. Other findings highlight the need for continuous innovation to deal with uncertainty. Recommendations include the provision of a special platform to simplify mass transportation usage patterns and accelerate development reforms to solve the complex problem of congestion in Pekanbaru City.
