Political communication is the process of delivering messages or information related to political issues, political participants, political parties or governments to the public in an attempt to influence or seek support. With the help of social media, political communication is becoming easier to do. Supported by the development of social media now makes it easier for someone to form personal branding. Having a good personal branding will make it easier for someone to become widely known, gain the trust of others and make it easy in building relationships. Muflihun is a city governor who uses social media Instagram to build positive personal branding in his eyes. This research was conducted with the aim of providing understanding by describing and conducting analysis of what became Personal Branding Muflihun as Mayor of Pekanbaru City through Instagram Social media @muflihun.sstp.map.

The method used in this research is qualitative descriptive, with data obtained from in-depth interviews with the social media manager Muflihun, observations and documentation. The data acquired is then analyzed using the Milles and Huberman methods of collecting data, reducing data, presenting and concluding data.

The results of this research show that Muflihun's personal branding on Instagram is in the following eight concepts of personal branding by Peter Montoya: (1) Specialization, Muflihun is presented as a leader who understands the system of government; (2) Leadership, Muflihun is a democratic leader; (3) Personality, Muflihun was a religious figure; (4) Distinction, Muflihun shows a love for the culture of play and the PSPS Riau football club; (5) Visibility, a strong, youthful and religious character; (6) Unity, what is displayed on instagram is straightforward compared to his real life; (7) Persistence, Muflihun consistently presented like a strong young, religious leader; (8) Good will, the performance of Muflihun is often awarded
