Family Census is the simultaneous collection of data at specific times to provide information to the government for establishing development policies. The Family Census Update Program in Indragiri Hilir District has not achieved its target due to certain constraints. Dinas P2KBP3A Office of Indragiri Hilir District, as the responsible body for this program, must ensure effective communication with Field Officers to overcome obstacles. Proper communication patterns will affect the achievement outcomes in Indragiri Hilir District. In this study, the analyzed issue is the communication patterns in the implementation of the family census update program. The aim is to analyze and understand communication patterns and directions, communication barriers, and communication support factors in the implementation of the Family Census Update Program in Indragiri Hilir District.
This research uses a qualitative descriptive research method. Data collection techniques include interviews, observations, and documentation. Purposive Sampling technique is used to determine the research subjects. There are 4 informants in this study. Data analysis technique follows Miles and Huberman's interactive analysis, which includes data collection, data reduction, data presentation, and conclusion drawing. Triangulation is used to ensure data validity.
The results of this study found that communication patterns used in the implementation of the family census update program in the Indragiri Hilir District include primary, secondary, linear, and circular communication patterns. The forms of communication patterns used are Chain Communication Pattern and Star Communication Pattern. Communication directions include top-down horizontal, bottom-up horizontal, and vertical directions. Communication barriers encountered in the implementation of the family census update program in the Indragiri Hilir District include technical barriers, semantic barriers, and human or behavioral barriers. Communication support factors affecting the smoothness of the program include teamwork and reciprocal communication, the role of communicators in delivering information, media selection, feedback, and message evaluation.
