Komunikasi Inovasi Pelayanan Publik Melalui Website Pasirkemilu.Desa.Id Di Kabupaten Indragiri Hulu

The use of internet-based Information and Communication Technology (ICT) is one solution in realizing justice for the entire community so that they can obtain information and obtain optimal public services. The policy of transferring public services from manual to digital has been implemented by the Pasir Kemilu Village Government using the website jasakemilu.desa.id. The aim of this research is to analyze public services through the website pasirkemilu.desa.id in Indragiri Hulu Regency using the diffusion of innovation theory which contains four elements: innovation, communication channels, time period, and social system.
This research uses a qualitative approach with descriptive methods. The technique used in determining research subjects is a purposive technique. In this study there were 10 informants. The data collection techniques used were interviews, observation and documentation. The data analysis technique uses Miles and Huberman interactive analysis, which includes data collection, data reduction, data presentation and conclusion drawing. To achieve the validity of the data in this research, triangulation was used.
The results of the research show that the implementation of public service innovations through the jasakemilu.desa.id website has gone well. Public services through the website jasakemilu.desa.id have gone through 4 basic elements of innovation diffusion, namely innovation, communication channels, time period, and members of the social system. First, innovation was carried out using the website karetkemilu.desa.id which contains community population services and contains information about Pasir Kemilu Village. Second, the communication channels used are interpersonal communication and leaflets. Third, the time period for implementing this innovation goes through the stages of knowledge, persuasion, decision, implementation and confirmation, so that the time needed to accept the innovation for each adopter is different. Fourth, members of the social system consist of 1 Innovator (pioneer), 1 Early Adopter (pioneer), 2 Early Majority (early adherents), 2 Late Majority (slow adopters), and Laggards (very slow adopters). ) totaling 4 people. Public services in Pasir Kemilu Village are more efficient because they use the website jasakemilu.desa.id, but in terms of outreach, they still need to be improved, especially to the community so that people know and are better prepared to adopt this innovation, then there is a lack of communication channels used by the Pasir Kemilu Village Government, and inadequate facilities and infrastructure.
