This research is based on the victory of the pair of candidates for regent and deputy regent of Pelalawan Regency, H Zukri - H Nasar in the 2020 Pelalawan Pilkada. This pair's victory cannot be separated from the political vision and mission they offered to the community. One of its vision and missions is to guarantee education for the poor in Pelalawan Regency.
The purpose of this research is to see how the Zukri-Nasar political communication process in carrying out educational programs for the poor in Pelalawan Regency. This research uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from informants who had been selected through purposive sampling, namely the Regent of Pelalawan, H Zukri, Head of Bappeda, Zulfan, and Chairman of the Pelalawan DPRD, Baharuddin.
The results of this research indicate that the political communication process carried out by H Zukri in establishing communication with the DPRD carried out political lobbying. This political lobbying is carried out through various channels, some are face to face, some are in the form of direct messages via cell phone, and some are through the intermediary of the Regional Government Budget Team (TAPD).
