Strategi Penanggulangan Bencana Banjir Di Kabupaten Pasaman Barat
Strategy is a plan activity in a program that is made to achieve goals. The purpose of this research is to find out the strategies and obstacles for local governments in terms of overcoming flood disasters in West Pasaman Regency. The problems in this research are: First, internal factors are budget limitations and inadequate human resources. The second obstacle, the external factor is still the lack of concern and awareness from the community itself to keep the occurrence of floods and participation for flood disaster management. The concept used in this research is the concept of public strategy put forward by Geoff Mulgan, this indicator includes determining goals, analyzing the environment, determining direction, determining actions, and learning. This researcher uses descriptive qualitative research methods, data obtained through interviews, observations, and documentation. From the results of this study it can be seen that the strategy formed by the West Pasaman Regency Regional Disaster Management Agency is to overcome flood disasters, the strategy that has been set by the West Pasaman Regency Regional Disaster Management Agency is considered capable of preventing flood disasters, although there are still several obstacles in the implementation of this strategy later such as budget limitations as a result of not running the planned program and the needs of the community when a flood disaster occurs.
