Implementasi Kebijakan Smart City Madani Melalui Mal Pelayanan Publik Di Kota Pekanbaru
This research is motivated by the realization of public service malls as part of the smart city policy in Pekanbaru City. Since it was inaugurated in early 2019, there have still been many complaints from the public about the existing services.
The aim of this research is to find out how implementation of the smart city madani policy through public service malls in Pekanbaru City and the inhibiting factors. The type of research used was qualitative by conducting interviews with selected informants, then the data obtained was analyzed descriptively qualitatively.
The research results show that the Public Service Mall has not been able to support the implementation of the Smart city Madani policy because it has not brought real changes to public services in Pekanbaru City. This is because there is still disagreement between the agencies that are part of the MPP and the service standards set by the MPP regarding active service hours even though they already have SOPs and service standards that have been determined. There is no monitoring mechanism that regulates this because it only relies on MoUs and cooperation agreements. There are still many people who do not know the function of MPP, and quite a few are disappointed with the services provided. The reality in the field shows that in terms of human resources, especially the information section, it is still very minimal. This MPP development policy initially became clear evidence of breakthroughs and innovations in Pekanbaru City DPMPTSP services in supporting the Madani smart city by involving all existing service agencies to jointly improve services to the community. However, in the midst of the MPP's age, which is still relatively new and still has many shortcomings that need to be focused on being addressed, issues and discourses have arisen about turning part of the MPP building into a Green Open Space (RTH) square so that the great potential of the MPP at this time seems to no longer be a the main concern of government policy. As a result, many people think that the existence of this MPP no longer supports civil smart city policies. There are factors that hinder the implementation of the Smart city Madani policy through the Public Service Mall in Pekanbaru City, consisting of a lack of socialization, limited service quotas and the low level of community digital literacy.
