Network Governance Badan Pengawas Pemilihan Umum Provinsi Riau Dalam Pengawasan Pemilu Tahun 2024

This research is motivated by the general election which will be held
simultaneously throughout Indonesia on February 14 2024 for the legislative
election. In the general elections held every 5 years, there are various phenomena
that need to be overcome, including increasing voter lists, money politics and
media manipulation. General elections are a means of people's insight with the
aim of selecting government leaders, both executive and legislative, as well as
forming a government that is democratic, strong and has the support of the
people. Bawaslu as the government's instrument as supervisor in elections
certainly faces obstacles in its implementation in the field such as its wide
territorial scope, capacity and limited human resources as well as the complexity
of elections and various violations in each election.
The purpose of this research is to analyze and explain the Network
Governance of the general election supervisory body of Riau province in
supervision and identify the obstacles faced in the Network Governance of the
general election supervisory body of Riau province in supervision. This research
uses a qualitative method with a case study approach. Primary data was obtained
directly through interviews from several informants involved in monitoring
general elections.
The results of this research show that the general election supervisory
body, seen from the standards of the Governance network in election supervision
activities, has carried out various activities, starting from establishing
cooperation between institutions that build the Riau Province Bawaslu with
various parties which was confirmed by signing a Memorandum of
Understanding, educational and training activities related to election supervision
as well as creating content both on social media and the media. However, in its
implementation there are obstacles that cause less than optimal supervision by
Bawaslu, including in general obstacles in the form of limited resources both in
terms of personnel and budget as well as inadequate coordination in exchanging
information. In general, geographic diversity in regions causes challenges in the
logistics process.
