This research is motivated by the limitations faced by vulnerable groups, namely
neglected elderly people, in achieving their social functioning. The implementation
of the social assistance program that has been implemented by the government in
dealing with neglected elderly people to fulfill their basic needs and rights has not
had a big impact on the implementation of the social assistance program in
overcoming the problem of meeting the needs of a decent life, the social assistance
provided is the need for food and tools. health to support the basic needs of
neglected elderly people in Kuantan Singingi.
The aim of this research is to analyze the implementation of the social assistance
program for rehabilitation assistance for neglected elderly people in Kuantan
Singingi and to identify what obstacles there are in the process of implementing the
social assistance program for neglected elderly people in meeting the needs of
neglected elderly people by the Kauntan Singingi district social service. This
research uses a qualitative approach with the nature of phenomenal research.
Primary data was obtained directly through interviews, documentation and
observation from research informants.
The results of this research show that the implementation of Social Assistance,
social rehabilitation assistance, in the implementation process involves the Social
Service. Social workers, social counselors, PKH facilitators, and RT/RW village
officials in collecting data on groups of recipients of social rehabilitation

processes, limited conditions of neglected elderly people, and the affordability of
social rehabilitation assistants in carrying out Social counseling is the main
obstacle in implementing the Social Rehabilitation Assistance Social Assistance
program for neglected elderly people
