ABSTRACT: The welfare of the community needs to be improved in order to achieve an independent community and form a society that can adapt to the changing environment. Improving the welfare of This can be done with Corporate Social Responsibility (CSR). CSR is one of the legal strategies in the development of community empowerment in Indonesia. PT Pertamina Refinery International created the Sentra Aquaculture Program Program with the aim of transforming jobs that previously had a high risk to safe work and the creation of unity for Ngokang fishermen. This study aims to determine and analyze Empowerment Communication in improving community welfare in the CSR Program of PT KPI Unit II Dumai.
The research method used is Descriptive Qualitative by using data collection techniques, namely observation, interviews and documentation. Then using data analysis techniques by Miles and Huberman, namely the data reduction stage, data presentation, conclusion drawing. Then, using data validity checking techniques of extended observation and triangulation. This research uses purposive technique technique in selecting informants where the informants of this study consisted of 10 people.
The results showed that the form of empowerment communication of PT KPI Unit Dumai's CSR program is three empowerment strategies, namely Empowerment through Planning and Policy, Empowerment through Social and Political Action, and Community Empowerment through Education and Awareness Raising. Empowerment of the Aquaculture Center program through planning and policy in 2024 will be training on catfish breeding and spawning, water filtration training, and training on increasing commodity yields. Also, there will be replication of the Sentra Aquaculture Program for other community groups in Tanjung Palas. Empowerment through social and political action that there is a form of cooperation between PT KPI Unit II Dumai and government agencies, namely the Fisheries Service. With government agencies, namely the Fisheries Service, is a form of government social action because of the government's concern for this program. Empowerment through education and awareness raising for the community, especially the Palas Jaya group, is the holding of additional skills training.
