ABSTRACT
This research aims to determine the implementation of the Family Hope (PKH) program in Bantan Tua Village and Selat Baru Village, Bantan District, Bengkalis Regency, as well as what factors hinder its implementation. These policy programs include direct cash assistance (BLT). school operational assistance (BOS), temporary direct assistance (BLSM), Presidential Decree on Disadvantaged Data (IDT) and family welfare development (PKK). The parties involved are the Social Service of Bengkalis Regency, Bantan District, Village Heads, and the community receiving KPM PKH in Bantan Tua Village and Selat Baru Village. This research aims to analyze the implementation of the Family Hope Program (PKH) in Bantan Tua Village and Selat Baru Village and its obstacles. The theory used is George C. Edward III (2011) in Subarsono's book (2022), namely there are 4 indicators of Communication, Resources, Disposition, Bureaucratic Structure. This research uses a qualitative, descriptive type of research. Using interview, observation and documentation data collection techniques. The research results found the implementation of the Family Hope Program (PKH) in Bantan Tua Village and Selat Baru Village. Factors that are obstacles to the implementation of the Family Hope Program (PKH) in Bantan Tua Village and Selat Baru Village are: 1.) Delays in the disbursement of PKH funds, which should have been released in February, but the disbursement of funds only came in at the end of March regarding PKH social assistance in Bantan Tua Village. 2.) The people in Selat Baru Village have several Groups 3 & 4, so the obstacle is that when some people are slow to arrive at the community's house (meeting), these women do not attend meetings between PKH Facilitators in their respective villages. Suggestions from researchers regarding the Family Hope Program (PKH) in Bantan Tua Village and Selat Baru Village are expected to optimize their performance in handling this PKH program and for parties from Bantan District or related agencies to be able to provide policies in implementing the Family Hope Program (PKH) in Bantan Tua Village and New Strait Village.
