ABSTRACT
The zoning system is a policy that impacts new student admissions by assigning students to schools based on their residential address, with the aim of equalizing, expanding, and developing educational opportunities. This system is also part of the process for admitting new students to continue higher education levels. However, there are still problems that occur in the implementation of the zoning system. For instance, students are being rejected, there is an imbalance in educational services, there are instances of fraud committed by individuals and educational institutions. This research uses a qualitative method with a descriptive phenomenology approach. It refers to Yulianto Kadji's MSN-Approach, which consists of the Mentality Approach, System Approach, and Networking Approach. Data for this research are collected through interviews, observations, and documentation. The research shows that the implementation of the zoning system policy in high schools in Pekanbaru is not yet fully optimized, which is caused by the lack of sanctions imposed by the implementers against the community and schools that commit fraud in the implementation of new student admissions.
