Riau Provincial Information Commission in
Resolving Public Information Disputes

ABSTRACT
The aim of this research is to identify and explain the role and inhibiting factors of the Riau Provincial Information Commission in resolving public information disputes. This research uses the Role Theory (Ife & Tesoriero, 2008) which is divided into four categories: Facilitative Role, Educational Role, Representative Role, and Technical Role. This research is conducted using a qualitative descriptive research method, with data collected through interviews and documentation. The results of this research indicate that the Riau Provincial Information Commission has and has effectively implemented all four categories of roles. The inhibiting factors for the Riau Provincial Information Commission include the lack of public and public agency knowledge regarding Public Information Openness, inadequate facilities for resolving disputes online, and uncooperative public information requesters or respondents. Based on the results and discussion, the researchers suggest that the Riau Provincial Information Commission should intensify and make more appealing the dissemination of the Public Information Disclosure Law, provide alternative online dispute resolution methods, be more active and engaging in education efforts, and impose sanctions on public agencies with low information openness indexes.
