ABSTRACT
The Complete Systematic Land Registration Program (PTSL) is a government effort to deal with land matters in particular in terms of the granting of legality of land. The regulations concerning the PTSL program have been listed in the Regulations of the Minister of Agriculture and Space Administration/Head of the National Farming Agency No. 6 Year 2018 on the Comprehensive Systemic Land Registry. Rumbai's officer in the implementation of the PTSL still encountered obstacles due to the delayed process of making the land certificate. This research uses a qualitative research approach with a case study method with a research focus that describes public participation in the implementation of the PTSL program in Rumbai district of Pekanbaru City. The research is located in the Pekanbara City Farm Office and Rumbay district. Data collection uses interviews, observations and documentation techniques. Data presentation and data analysis techniques are done with data collection, data reduction, data presentation and conclusion drawing. Techniques to test the validity of data using source triangulation. The concept used is the stage of participation massively by Sutarta ( dalam Tawai & Yusuf, 2017). The results of the research show that public participation in the PTSL program has not been well implemented. As for the hindering factor of public participation in the Rumbai district of Pekanbaru City is the lack of transparency and less optimal socialization. To increase public participation, BPN Kota Pekanbaru must be able to advance transparency in the implementation of PTSL as well as sustainable socialization.
