This research is motivated by a decrease in participant participation rates in the free national homecoming program by the head of the Indonesian National Police in Riau Province. This condition poses a challenge for the police to evaluate the implemented program. The purpose of this evaluation is to encourage improvements to the program that has been running for the past three years. To ensure the continuity of this program, challenges have arisen in its implementation. However, continuous efforts are being made to ensure that the program runs sustainably and effectively.
This study aims to examine the implementation of the free national homecoming program by the head of the Indonesian National Police in Riau Province and to identify the challenges faced in its implementation. The research utilizes William M. Dunn's policy evaluation theory focusing on effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research method employed is qualitative, utilizing data collection techniques such as interviews, observations, and documentation.
The results of this study indicate that the implementation of the free national homecoming program by the Indonesian National Police in Riau Province has been successfully carried out for three years and has been enjoyed by the general public. However, field observations show a decrease in participant numbers from the first year of the program's implementation. It is necessary to widely disseminate information to the public to increase participation rates, as well as to increase the budget for activities and improve resource allocation.
