Implementasi peraturan walikota pekanbaru nomor 100 tahun 2015 tentang penataan dan pemberdayaan pedagang kaki lima di kota pekanbaru
ABSTRACT
Law enforcement is a means of realizing the law that the law maker aspires to. The creation of legal certainty and related to justice. Street vendors (PKL) have an important role in the urban economy, especially in densely populated cities like Pekanbaru. Pekanbaru Mayor Regulation No. 100 of 2015 concerning Management and Empowerment of Street Vendors was issued with the aim of regulating street vendors so that they can contribute positively to city development and people's welfare.
This study aims to analyze the implementation of the Pekanbaru Mayor's Regulation concerning the Arrangement and Empowerment of street vendors in Pekabaru and to find out the obstacles encountered in its implementation. The research method used is policy analysis by studying related documents, such as laws, policies, and implementing reports.
The results of the research show that the implementation of these regulations experiences challenges and constraints in several aspects. First, supervision of street vendors who violate the rules is still not effective, so there are still street vendors who operate not in an appropriate place or disrupt traffic. Second, the empowerment of street vendors in terms of skills development and market access still needs to be improved, especially for street vendors who have limited capital. Third, coordination between related agencies in supervising street vendors needs to be strengthened to achieve the desired goals. In order to improve the implementation of this regulation, it is recommended that the Pekanbaru city government increase supervision of street vendors who violate the rules, increase street vendors' access to skills training and pasa, and strengthen coordination between related agencies. In addition, it is necessary to carry out periodic evaluations of the implementation of this regulation in order to evaluate its impact and adjust policies if necessary.
