Implementasi Program Pengendalian Dan Penanggulangan Rabies (Studi Kasus Di Kota Pekanbaru)
This research was motivated by the increasing number of cases of rabid animal bites in Pekanbaru City from 2021-2023. Rabies is a zoonotic disease that can be transmitted from animals to humans. The rabies virus is found in the saliva and nervous tissue (brain and nerve cells) of animals infected with rabies. The method of transmission of the rabies virus can be through animal to animal or animal to human through bites or scratches. This research was motivated by various problems in the implementation of the rabies control and management program in Pekanbaru City, namely: The number of cases of rabies bites which has continued to increase in the last three years, Lack of public awareness of the importance of the rabies vaccine so that every year the number of rabies vaccinations decreases, The existence of rejection of the rabies vaccine and lack of public awareness of the dangers of rabies. The aim of this research is to analyze and describe the implementation of the Rabies Control and Prevention Program, especially in Pekanbaru City. To identify the obstacles faced in the Implementation of the Rabies Control and Prevention Program, especially in Pekanbaru City. This research uses Thomas B. Smith's theory (Tachjan, 2006) which has four indicators, namely: idealized policy, target groups, implementing organization and environmental factors. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely: Observation, Interviews, and Documentation. The implementation of the Rabies Control and Management Program in Pekanbaru City is carried out by the Pekanbaru City Agriculture and Fisheries Service, where the implementation has not gone well and is less than optimal and not in accordance with applicable policies. This is due to several obstacles that occur, including: limited workforce, lack of socialization of rabies vaccination, limited medical equipment to limit population. So that further implementation of the rabies control and prevention program in Pekanbaru City can run optimally and optimally in accordance with Riau Governor Regulation Number 30 of 2012 concerning the Riau Province Rabies Control and Management Program.
