Penerapan Prinsip Good University Governance Pada Tenaga Ppnpn Universitas Riau
This research is motivated by problems related to the condition of civil servants, the recruitment and development system for civil servants, good governance practices, PPNPN honorary staff at the University of Riau, problems and solutions to recruitment and development policies for PPNPN staff that need to be considered by the public service agency at the University of Riau. The aim of this research is to determine and analyze the application of the principles of good university governance to PPNPN staff at the University of Riau as well as the factors inhibiting the application of these principles.
This type of research is descriptive qualitative research. Research informants were determined using the purposive sampling method. The types and sources of data used are primary data and secondary data. The data collection techniques used were observation, interviews and documentation. Data analysis in this research is data analysis using a linear and hierarchical approach regarding data analysis in qualitative research.
The results of the research show that the application of GUG principles in the management of PPNPN personnel at the University of Riau has not been implemented well and optimally for all its principles. There are several problems regarding the principle of transparency, such as the lack of wide dissemination of information to the general public regarding the recruitment process for honorary staff, the lack of clarity about the future for all honorary staff, and salaries that are sometimes late and also do not increase significantly. Problems regarding accountability principles such as the division of duties of honorary employees and the employee performance appraisal system have not been implemented properly. The problem regarding the principle of responsibility is that the University of Riau is not responsive in hearing the aspirations or desires of honorary employees. There are several problems regarding the principle of independence, namely there are still several cases regarding the practices of insiders in the process of recruiting honorary employees. There are several problems regarding the principle of fairness, namely that there is still discriminatory treatment for some honorary employees as well as the application of rewards and punishments that have not been considered fair for all honorary employees. The inhibiting factors in implementing the principles of Good University Governance for PPNPN Personnel at the University of Riau are organizational culture such as differences in leadership at the top of the University will have an impact on differences in leadership styles and existing organizational culture, Budget limitations because the average PPNPN employee at Riau University has no savings that can be saved by these employees because the salary they receive is only enough to meet basic needs and communication such as Poor communication will mean that the information conveyed cannot be received perfectly so that employee performance will not be optimal.
