"PEMBENTUKAN ASEAN REGIONAL ACTION PLAN FOR COMBATING MARINE DEBRIS TAHUN 2021"
Southeast Asia has been in the global spotlight for marine plastic pollution, with
four countries in the region listed among the largest contributors. Each ASEAN member
has demonstrated its commitment through national policies on marine debris, which are
considered capable of addressing this issue. However, in 2021, ASEAN established the
ASEAN Regional Action Plan for Combating Marine Debris at the regional level.
This research analyzes the reasons behind the formation of the ASEAN
Regional Action Plan for Combating Marine Debris using the international cooperation
theory of dilemmas of common aversion, which states that countries cooperate due to
the lack of clear rules, necessitating coordination. Primary data were obtained through
direct interviews with the Ministry of Foreign Affairs of the Republic of Indonesia.
Secondary data were collected using document analysis techniques sourced from
journals, reports, books, and other forms.
The results show that the establishment of the Regional Action Plan for
Combating Marine Debris in 2021 at the ASEAN regional level is driven by the desire
of ASEAN member countries to avoid the risks posed by marine debris, which threatens
marine life ecosystems and humans. Additionally, there are dilemmas related to gaps
among ASEAN member countries concerning information and knowledge, regulation
and governance, technical capacity, and markets and finance. Therefore, solving the
problem of marine plastic debris requires coordination that can standardize measures
across the ASEAN region.
