Implementasi Kebijakan Barang Dilarang Impor (Studi Kasus Peredaran Pakaian Bekas Impor di Kota Pekanbaru)
This research is motivated by problems related to the condition of imported second-hand clothing entering and circulating uncontrolled in Pekanbaru City, the problems and solutions for monitoring and taking action need to be considered by the Pekanbaru City Government. The aim of this research is to analyze the Implementation of the Import Prohibited Goods Policy, Especially the Circulation of Imported Used Clothing in Pekanbaru City) as well as the inhibiting factors.
This type of research is qualitative research that is explanatory in nature. Research informants were determined using the purposive sampling method. The types and sources of data used are primary data and secondary data. The data collection techniques used were observation, interviews and documentation. Data analysis in this research is data analysis using a linear and hierarchical approach regarding data analysis in qualitative research.
The research was discussed using the Mentality, System, Networking (MSN) Approach, finding that the Import Prohibition Policy had not been implemented properly, especially the distribution of used clothing in Pekanbaru City. Regarding accountability, the government is considered to have failed to provide outreach or guidance for imported used clothing, and supervision still needs to be improved. Those who do not want to accept the government's ban on imported used clothing and people (including ASN) who still like these clothes, are shown by the Mentality indicator. System indicators indicate very low involvement and communication between key agencies and industry players, indicating that the Department of Trade and Industry, Customs and Excise and business actors are unable to collaborate effectively. In addition, it can be said that when the government fails to influence the behavior of other people which is also related to the implementation of policies, its synergy, which is a sign of an inadequate network. Interdependence in symbiosis. There are parties who suffer losses in this system, such as those who sell imported used clothing. Because with every policy, there are bound to be people who get something and those who don't. Then the inhibiting factors are inadequate field guidance and supervision from the government, communication between all parties involved, an inadequate budget, and the public's high interest in consuming imported used clothing, so that the implementation results are not optimal.
