This research is based on the frequently occurring problems related to public services which are an obstacle to accelerating the development of upstream Kubu river headwaters by utilizing village funds. Apart from that, there are still limitations on development that may or may not be built using village funds. This research aims to look at the strategy for developing the Kubu Hulu River headland through the use of village funds as well as the factors inhibiting the development of the Kubu Hulu River headland through the use of village funds using the SWOT analysis technique. This research uses the SWOT Analysis theory by Freddy Rangkuti (2016) which explains the systematic identification of various factors to formulate organizational strategies. This analysis is based on logic that can maximize strengths and opportunities, but simultaneously minimize weaknesses. ) and threats (Threats). This research uses qualitative research methods with a phenomenological approach that uses data collection techniques through observation, interviews and documentation.
The results of this research show that the strategy for developing the Kubu Hulu River Headwaters through the use of village funds includes community economic empowerment, food security, training activities and empowerment of small fishermen in improving fishermen's human resources, development of basic infrastructure such as village roads, irrigation channels and sanitation, community empowerment through skills training and capacity building so that the community can be independent in developing the village's economic potential, Women's Empowerment and Skills Training such as agriculture, handicrafts and entrepreneurship to increase the community's economic capabilities. The results of compiling the factors inhibiting the development of the Kubu Hulu River through the use of village funds using the SWOT analysis technique using SWOT analysis produce SO (aggressive). Utilizing high community awareness to provide skills training and non-formal education to increase community capacity in managing village activities. This training program can cover various aspects, such as financial management, entrepreneurship, information technology, and other technical skills relevant to local needs. By increasing community capacity through non-formal education, they will be better prepared and able to manage village activities independently and effectively. The training not only increases individual knowledge and skills, but also strengthens the village community as a whole, so that it is able to face challenges and take advantage of existing opportunities
