The Pekanbaru City Government in improving the effectiveness of public services to the community has enacted Pekanbaru City Regional Regulation Number 2 of 2020 concerning Sub-district Arrangement. With this regional regulation, sub-district structuring is carried out in the form of sub-district formation and sub-district adjustment. The purpose of the study was to determine the effectiveness of public services after sub-district expansion at the Rumbai Timur Sub-District Office in Pekanbaru City and to find out the factors inhibiting the effectiveness of public services after sub-district expansion at the Rumbai Timur Sub-District Office in Pekanbaru City. The theory used in this research is the theory of Ridwan and Sudrajat (2020) which suggests that there are 5 (five) indicators in determining the effectiveness of public services, namely service procedures, service completion time, service costs, facilities and infrastructure, and employee competence. This research uses a type of qualitative research with descriptive analysis. In collecting data, the author uses observation, interviews, documentation, and literature review techniques. The results of the research conducted are services at the East Rumbai Sub-District Office of Pekanbaru City that have met the indicators of service procedures, service costs, and employee competence. Meanwhile, the indicators of service time and infrastructure have not been fulfilled properly. Service inhibiting factors are apparatus resources lacking discipline and innovation in service, lack of public awareness, and inadequate facilities and infrastructure at the sub-district office.
